
District-Level Multi-Hazard Early Action Planning Support
Supporting local disaster management actors to operationalise forecast-based early action across cyclone, flood, heatwave, and landslide contexts.
CCI’s ongoing district-level support programme builds on the ACT-II Training on Anticipatory Action Triggering Criteria / Protocol delivered with WAVE Foundation under Oxfam support.
Teams work with District and Upazila Disaster Management Committees to refine triggering criteria, clarify roles for early warning dissemination, and align early action menus with available forecast products and institutional mandates.
The programme emphasises operational readiness: who acts, when, with which resources, and how safeguarding, informed consent, and data protection standards are upheld during accelerated humanitarian timelines
Training curricula cover impact-pathway thinking, threshold-setting methodology, and documentation standards familiar to KOICA-supported and INGO-administered projects — ensuring products are usable for M&E as well as response.
Ongoing coaching cycles help districts move from one-off workshops to living early action protocols that can be tested, revised, and institutionalised within Bangladesh’s disaster management architecture
