Completed research assessing institutional readiness of district disaster management actors for forecast-based anticipatory action after ACT-II training.
Following ACT-II delivery, CCI completed a research assessment of institutional readiness for forecast-based anticipatory action among trained district actors.
The study examined whether training translated into clearer SOPs, budget lines, coordination habits, and confidence to activate early actions under forecast uncertainty.
Methods included post-training surveys, KIIs with DMC members, and document review of local contingency plans
Findings identified enabling conditions — leadership buy-in, pre-arranged financing, and practiced role clarity — and barriers such as staff turnover and unclear forecast ownership.
Recommendations shaped CCI’s ongoing district mentorship and coaching model, closing the loop between training delivery and sustained institutional change
