Cyclone Shelter Accessibility and WASH Resilience Assessment

Field assessment of cyclone shelter management structures, accessibility gaps, WASH conditions, and community use patterns in climate-vulnerable coastal unions.

CCI’s shelter-centric resilience programming draws on grounded familiarity with cyclone shelter management structures across coastal Bangladesh. This ongoing assessment documents accessibility gaps, WASH conditions, and community use patterns that determine whether shelters protect all residents equally.

Observation protocols capture physical access, lighting, sanitation privacy, water availability, and space allocation for women, children, older persons, and persons with disabilities. Community interviews explore trust, past evacuation behaviour, and barriers that keep households from using official shelters.

Findings are structured for baseline and evaluation use — indicator-aligned tools, KoBoToolbox and SurveyCTO workflows, and QA protocols that keep data reliable and traceable across multi-year project cycles

The assessment informs recommendations for shelter upgrade priorities, management committee capacity needs, and inclusive early warning messaging that accounts for differential mobility and care responsibilities.

Products include shelter scorecards, union-level synthesis briefs, and actionable checklists for local governments and implementing partners working on coastal preparedness
