Coastal Community Vulnerability and Capacity Assessment Programme

Mixed-methods vulnerability and capacity assessments in hard-to-reach coastal and char communities, designed as technical anchors for M&E rather than standalone exercises.

CCI treats baseline and VCA assignments as technical anchors for monitoring and evaluation across multi-year programme cycles. This ongoing coastal VCA programme applies robust sampling strategies, indicator-aligned tools, and structured QA protocols as standard practice.

Household surveys, KIIs, FGDs, and participatory mapping are sequenced to capture hazard exposure, livelihood sensitivity, institutional capacity, and social exclusion dynamics — including disability and gender differentials.

Data systems use KoBoToolbox, SurveyCTO, and Stata so datasets remain reliable, traceable, and usable for performance tracking

Community feedback loops return preliminary findings to local stakeholders before finalisation, strengthening both data quality and ownership of subsequent early action and DRR planning.

The programme builds a reusable toolkit of instruments and SOPs that CCI deploys and adapts for new coastal assignments in Barguna, Patuakhali, and comparable districts

Programme highlights

  • Indicator-aligned mixed-methods VCA design
  • Digital data collection and QA protocols
  • GEDSI-integrated analysis and reporting
  • Community validation and M&E handoff packages
CCI embeds gender-responsive methodologies, disability-inclusive data collection, and intersectional analysis across all fieldwork and reporting — not as an add-on, but as a core design principle.
