Char communities present distinctive challenges for anticipatory action: seasonal mobility, shifting embankments, and uneven access to official warning channels. This ongoing research documents how mobility patterns reshape who is exposed and who is reachable before flood and cyclone peaks.
Mixed methods include mobility calendars, KIIs with local leaders and mobile livelihood groups, and mapping of temporary settlement sites relative to shelters and clinics.
Findings challenge static household sampling frames and inform adaptive targeting protocols for early action — including how to reach households that move between chars within a single season
The research is grounded in CCI’s applied experience in Char Kajol and comparable coastal–char geographies, ensuring academic questions remain operationally relevant.
Outputs will include a working paper, targeting guidance for partners, and training inserts for district AA curricula
