Baselines as M&E Anchors, Not Standalone Reports
Why CCI designs climate vulnerability baselines to serve performance tracking across multi-year project cycles.
Too many baselines are ornate doorstops. CCI treats them as technical anchors for M&E across 2026–2028-style project cycles — indicator-aligned, QA-disciplined, and reusable at midline and endline.
That requires upfront investment in sampling strategy, digital tools (KoBoToolbox, SurveyCTO), and analysis workflows in Stata that partners can trust.
It also requires honesty about GEDSI: if the baseline cannot detect differential outcomes, the programme cannot claim inclusive results later
