In 2024–25, CCI designed and delivered district-level training on Anticipatory Action triggering criteria and early action protocols under the ACT-II Project, implemented by WAVE Foundation with Oxfam support.

The assignment built operational capacity of local disaster management actors in forecast-based anticipatory action — directly aligned with DMC and CMC functionality and the capacity-strengthening dimensions of INGO programme cycles.

Training modules covered impact pathways, threshold interpretation, early action menus, role clarity, and documentation standards

The engagement also provided CCI with practical familiarity with Oxfam’s documentation, accountability, safeguarding, and reporting standards — experience that informs all subsequent partnered assignments.

Completion products included training curricula, participant materials, pre/post learning assessments, and a synthesis note on institutional readiness for AA at district level

Programme highlights

  • District AA trigger and protocol curricula
  • Facilitator guides and scenario exercises
  • Learning assessment and readiness synthesis
  • Alignment with Oxfam accountability standards
CCI embeds gender-responsive methodologies, disability-inclusive data collection, and intersectional analysis across all fieldwork and reporting — not as an add-on, but as a core design principle.
